It's just a designation assigned by Penn State ITS. It does not refer to a certain technology. Rather, it refers to Penn State's different manner of utilizing wireless technology from before (1.0). I think you're reading into is a bit too far. It's certainly not a "marketing campaign", but rather a distinction for wireless users on campus. Yes, the above post is correct. On buildings with wireless there is sometime that little sticker that says Wireless 1.0 its referring to the phases ITS uses.
